Measurement Incorporated Awarded Third Consecutive 5-Year Contract to Operate the New York State Center for School Safety

ALBANY, N.Y., September 29, 2026 — Measurement Incorporated has been awarded the contract to continue operating the New York State Center for School Safety (NYSCSS) by the New York State Education Department. Marking its third consecutive five-year award, Measurement Incorporated has managed and operated the Center continuously since 2015.
The contract is executed by the Evaluation, Training, and Implementation Services (ETIS) team—a division of Measurement Incorporated.
The primary mission of the New York State Center for School Safety is to ensure that schools across the state serve as safe havens for teaching and learning. Through this renewal, the ETIS team will continue developing and delivering professional development sessions, providing targeted technical assistance to diverse stakeholders, and creating resources that enable schools to foster and maintain safe, supportive learning environments.

1. Professional Development & Training
The Center delivers statewide training sessions, webinars, and implementation resources for school and district administrators, staff, parents, and community members. Key focus areas include:
Trauma-Informed Practices & Drills: Guidance on conducting school emergency and evacuation drills in a trauma-informed manner.
Compliance Training: Professional learning supporting state requirements, including Project SAVE and the Dignity for All Students Act (DASA).
2. School Safety, Emergency Preparedness & Technical Assistance
The organization provides resources to help schools respond to threats and meet safety planning standards. Core activities include:
District Safety Plans & Emergency Response: Offering tools, templates, and guidance for building and district-level safety planning.
Threat Assessment & Incident Response: Support for rapid response during emergencies, site visits, and assisting schools with Incident Reduction Plans.
Workplace & School Violence Prevention: Guidance on codes of conduct, and workplace violence prevention regulations.
3. Positive School Climate & Supportive Environments
The Center focuses on systemic approaches to foster inclusive, supportive, and restorative school communities. Key areas of work include:
Bullying Prevention & Dignity Act (DASA) Guidance: Tools, FAQs, and resources to eliminate discrimination, harassment, and bullying in schools.
School Climate & Data Analysis: Support for measuring school climate, analyzing School Safety and Educational Climate (SSEC) data, and attendance.
Inclusivity & Well-Being: Resources dedicated to Social-Emotional Learning (SEL), Restorative Practices, LGBTQ+ inclusivity, suicide prevention, and support for students with disabilities.
