Nora Phelan joined Measurement Incorporated in September 2018. Prior to joining MI, Ms. Phelan had 11 years of experience working as an internal evaluator with various non-profit organizations, with program areas including primary and secondary education, college access, family foster care, domestic violence, juvenile justice, disability, and food and housing insecurity. Ms. Phelan’s areas of expertise lay in designing information management systems and outcome frameworks, communicating results in lively reports and presentations, and facilitating dynamic discussions for continued learning and program improvement. She has experience developing logic models and evaluation plans, with the goal of helping clients to manage their expectations, self-monitor their progress, and make course corrections informed by the data.
